The team is formed by a QMB and is dissolved on
completion of the work.2
The team has a beginning and an end and is fully
supported in terms of "just in time" training, meeting
facilities, facilitator support and time away from their
"normal" Jobs.
The team is not a decision-making body. It analyzes
data, tracks down facts and recommends
countermeasures. Approving and implementing the
recommendations is a management responsibility that
starts with the chartering QMB and proceeds through
the normal chain of command.
