Temporary/Permanent Workstation Test Beds:
(1)
A temporary workstation test bed is authorized when the
development/implementation of an approved information system is necessary.
Requirements for temporary test beds will be documented in the AIS proposal
for the new information system and submitted to Commandant (G-T) for
approval.

Contractors, Schools, and other Support Organizations: Workstations supported by
Coast Guard units or programs managers may be procured for deployment to
contractors, schools, other government agencies, or organizations which requires a
workstation enviroment to meet Coast Guard development, training or reporting
requirements. These workstations will not count against the sponsoring unit's or
program manager's allowance. If provided as returnable Government Furnished
Equipment (GFE), the sponsoring unit or program manager must declare the returned
GFE as excess and contact ISC for further distribution. Workstation resources needed
to meet requirements identified in this section will be documented in the AIS propsoal
for a new information system and submitted to Commandant (G-T) for approval. (ALL

NON-STANDARD WORKSTATION ALLOWANCES: A Non-standard workstation
(NSW) is defined as any microcomputer that differs in configuration or operating system from
the authorized Coast Guard Standard Workstation (CGSW). With the exception of NSWs
specifically mentioned in these criteria, there are no allowances established for NSWs as the
CGSW is expected to meet the requirements of Coast Guard users. A NSW will only be
authorized when the CGSW is clearly incapable of acceptably meeting the user's requirements
as defined by the cognizant Program Director. Requirements for microcomputers other than
CGSWs must be identified and justified by the Program Director, and approved by
Commandant (G-T) in accordance with COMDTINST 5230.51. Final determination of
whether a CGSW is adequate to meet a user's requirement(s) or a NSW is justified may
