PART 9 - REVOCATION, LIMITATION AND IMPLEMENTATION
Sec. 901. Executive Order No. 12780, dated October 31, 1991, is hereby revoked.
Sec. 902. This order is intended only to improve the internal management of the Executive Branch and is not
intended to create any right or benefit, substantive or procedural, enforceable at law by a party against the United
States, its agencies, its officers, or any other person.
Sec. 903. The policies expressed in this order, including the requirements and elements for effective agency
affirmative procurement programs, shall be implemented and incorporated in the Federal Acquisition Regulation
(FAR) within 180 days after the effective date of this order. The implementation language shall consist of providing
specific direction and guidance on agency programs for preference, promotion, estimation, certification, reviewing
and monitoring.
Sec. 904. This order shall be effective immediately.
