Enclosure (1) identifies the NTNO electronics equipment in the custody of the Coast
Guard that qualifies for Navy support. The equipment is listed under the respective Navy
Systems Command and identifies the Coast Guard Headquarters reimbursable Program
Element.

POLICY/IMPACT. All NTNO electronic equipment will be reported as electronics plant
property using the Accountable Item Management (AIM) or Configuration Management Plus
(CMPLUS), which ever is applicable. In addition, all NTNO users are required to report their
NTNO electronic equipment to the Engineering Logistics Center, using the OPNAV form
4790/CK. Submission of the 4790/CK will insure that the unit is an authorized user and the
equipment is listed in the Navy's Ship Configuration and Logistics Support Information
System (SCLSIS) and Weapons System File (WSF). Failure to report NTNO equipment will
result in inaccurate population data and denial of support from the Navy supply system.
6.
PROCEDURES.
a.
Submit annual Activity Fund Code 77 (AFC77) support requests using the Integrated
Budget Systems (IBUDS) report format. Specific equipment identification is shown in
enclosure (1).
b.
Headquarters units and maintenance and logistics commands shall identify the equipment
within your area of responsibility requiring Navy support. Submit your AFC77 requests
via IBUDS, marked to the attention of Commandant (G-SCE). Identify, as separate line
items, SPAWAR (C4I/SPETE), NAVSEA (ASR/SPETE), NAVSEA (ESM/SPETE) and
NAVAIR (TACAN and IFF/SPETE) NTNO electronic equipment funding requirements.
Request funds for all subassemblies, test equipment, supplies and accessories necessary to
operate and maintain the equipment shown in enclosure (1).

For AFC77 unit/platform support, submit estimates by identifying the Navy account
and the amount of support to be charged to that account. Refer to enclosure (1) for
the equipment ownership. Unit/platform support is for consumable and turn-in items
and is generally those funds that are given to the platform. The separate listing of
the Navy accounts is necessary to enable the Coast Guard to debit the proper Navy
SYSCOM for reimbursement.

Request AFC77 funds that typically deal with overhauling existing equipment and
procuring services to test or repair NTNO equipment, crane services, shipping,
Management Information for Configuration Allowances (MICA) (replaces
Electronic Repair Parts Allowance List (ERPAL)) replenishment and test
