MEMORANDUM OF UNDERSTANDING BETWEEN
UNITED STATES COAST GUARD AND THE UNITED STATES
DEPARTMENT OF DEFENSE, UNIFORMED SERVICES UNIVERSITY
1.
PARTIES. The parties to this Agreement are the United States Coast Guard (USCG) and the
United States Department of Defense, Uniformed Services University School of Health
Sciences, Military Training Network, Bethesda, MD 20814.
2.
AUTHORITY. This Agreement is authorized under the provisions of 31 U.S.C. 1535.
3.
BACKGROUND. The Military Training Network (MTN) was established in 1982 by the
Department of Defense Health Council for the purposes of training, registration, coordination,
and centralized record keeping for resuscitative medicine programs. This memorandum of
understanding provides for the affiliation and inclusion of the United States Coast Guard
(CG) as a participant in the MTN at a reimbursable rate negotiated by the MTN and the CG
annually on a recurring basis.

PURPOSE. The purpose of this Memorandum of Understanding (MOU) is to include the
Coast Guard as a participant in the MTN as an affiliate. MTN shall provide:
The Coast Guard a single administrative structure for conducting resuscitative
medicine training programs;
American Heart Association sanctioned training program with universal reciprocity
and recognition of credentials;
guidance to the Coast Guard concerning resuscitative medicine training programs (i.e.,
BLS, ACLS, and PALS) registration requirements, quality assurance, and equipment;
appointment of resuscitative medicine training program Affiliate Faculty Members
upon request of the Coast Guard;
verification and authorization of Coast Guard affiliation with MTN;
and consultative services concerning educational methodologies.
5.
The CG's affiliate membership will be negotiated annually with MTN at a fixed-fee-for-
service and funded through a Military Interagency Procurement Request (MIPR) made
payable to MTN.
6.
RESPONSIBILITIES:
a.
Department of Defense, Uniformed Services University School of Health Sciences,
Military Training Network, 4301 Jones-Bridge Road, Bethesda, Maryland 20814.
MTN, Bethesda, Maryland 20814 will provide all of the aforementioned services
detailed in paragraph 4. Fees for these services shall be
