COAST GUARD PARTICIPATION AND AFFILIATION WITH THE
DEPARTMENT OF DEFENSE (DOD), UNIFORMED SERVICES UNIVERSITY OF
PROGRAM
1.
PURPOSE. This Instruction announces the Coast Guard's participation and affiliation with
the DOD, USUHS, MTN Program for resuscitative training.
2.
ACTION. Area and district commanders, commanders of maintenance and logistics
commands, commanding officers of headquarters units, assistant commandants for
directorates, Chief Counsel, and special staff offices at Headquarters are encouraged to
support resuscitative training, (i.e., Basic Life Support (BLS), Advanced Cardiac Life Support
(ACLS), and Pediatric Advanced Life Support (PALS)) for health services personnel and
provide logistic support when BLS resuscitative training classes are required for regular and
reserve Coast Guard members at units within their area of responsibility.

DIRECTIVES AFFECTED. None.
4.
BACKGROUND. The MTN was established in 1982 by the DOD Health Council. The
MTN provides training, registration, coordination, and centralized record keeping for
resuscitative medicine programs.
5.
DISCUSSION. On 6 May 1999, a Memorandum of Understanding (MOU) between the
DOD, USUHS, MTN, and the Coast Guard, Directorate of Health and Safety was signed to
include the Coast Guard as a participant in the MTN as an affiliate.

This program, administered through the MTN, will provide the Coast Guard:
(1)
A single administrative structure for conducting resuscitative medicine training
programs;
(2)
American Heart Association sanctioned training program with universal
reciprocity and recognition credentials;
