Regulations Regarding Nondiscrimination on the Basis of Race, Color, or National
Origin in Programs or Activities Receiving Federal Financial Assistance From the

ACTION: Interim final rule.

SUMMARY: This interim final rule effectuates the provisions of title VI of the Civil
Rights Act of 1964 to the end that no person in the United States shall, on the grounds of
race, color, or national origin, be excluded from participation in, be denied the benefits
of, or be otherwise subjected to discrimination under any program or activity receiving
Federal financial assistance from the Department of Homeland Security.
DATES: These interim final rules are effective March 6, 2003. Written comments may be
submitted to the Department of Homeland Security on or before April 7, 2003.

SUPPLEMENTARY INFORMATION:
I. Background
On November 25, 2002, the President signed into law the Homeland Security Act of
2002 (Pub. L. 107-296), which created the new Department of Homeland Security
(DHS). Pursuant to the provisions of the Act, the new Department came into existence on
January 24, 2003. In order to establish procedures to facilitate the operations of the new
Department, DHS is issuing an initial series of proposed and interim final regulations.
II. The Interim Final Rule
This interim final rule effectuates the provisions of title VI of the Civil Rights Act of
1964 to the end that no person in the United States shall, on the grounds of race, color, or
national origin, be excluded from participation in, be denied the benefits of, or be
otherwise subjected to discrimination under any program or activity receiving Federal
financial assistance from the Department of Homeland Security.
