NATIONAL AFFIRMATIVE EMPLOYMENT RECRUITMENT STRATEGY

1.
PURPOSE. This Instruction provides information for the development and implementation
of an affirmative employment recruitment strategy which facilitates the Coast Guard's (CG)
goal of ensuring appropriate action is being taken to increase the number of minorities and
women in the Coast Guard to achieve a civilian work force reflective of the nation's
diversity. The intended users of this Instructionare all Coast Guard managers and
supervisors.

ACTION. Area and district commanders, commanders of maintenance and logistics
commands, commanding officers of Headquarters units; commander, Coast Guard
Activities Europe, commander, Coast Guard Far East Activities and chiefs of offices and
special staff divisions at Headquarters shall ensure compliance with the provisions of this
Instruction.

DISCUSSION. Reference (a) provides statutory requirements for Federal agencies,
including the Coast Guard, to conduct a continuing recruitment program to ensure equal
opportunities without discrimination because of race, color, religion, sex, age, or national
origin. The intent of this Instruction is to serve as another vehicle for managers and
supervisors to become more active in their search for talented and diverse employees.
