The
policies and procedures for the administration of aviation incentive
pays prescribed by references (a) through (d) are complex. These
policies and procedures have been difficult for flight pay
administrators and recipients to assimilate into an understandable
system due to their division into four separate publications with
frequently different terminology. This Instruction provides a
single document, usable by both flight pay administrators and
recipients, describing
how
the
management
and administration of
aviation
incentive pays
should work.

PROCEDURE.
Enclosures (1) and (2) prescribe comprehensive
policies and procedures for the
management
and administration of
aviation
incentive pays
.
FORMS
AVAILABILITY. The Aviation Incentive
Pay
Calculation
Form

provided as enclosure (8) shall be used to determine
member
entitlement to monthly
ACIP
or
HDIP
when
approved automated systems
are not available. Completed Aviation Incentive
Pay
Calculation
Forms
shall be retained for audit purposes as required in enclosure
(1).

be locally reproduced. The Public Health Service
Flight Certificate
PHS-2814
provided as enclosure (9) shall be used
by U. S. Public Health Service
(USPHS)
officers designated as Coast
Guard flight surgeons and assigned to Coast Guard flight surgeon
billets to document their flight time for the purposes of
entitlement to monthly
ACIP
through the USPHS pay system.
