Subj: Drug Dependency Rehabilitation Procedures

1.
PURPOSE. This Instruction establishes Coast Guard policy and procedures for rehabilitation
of active duty members for drugs other than alcohol (hereafter referred to as drug dependent).
2.
BACKGROUND..
a.
Reference (a) requires the Coast Guard to "provide necessary facilities to identify, treat,
and rehabilitate" members who are dependent on drugs or alcohol. Reference (b) provides
the policy for the identification of those dependent on drugs and/or alcohol. Reference (c)
provides the policy and procedures for alcohol abuse treatment and prevention.
b.
Coast Guard policy is to discharge members found to use drugs as specified in Chapter 20,
Section C of reference (b). This rehabilitation policy in no way eases or rescinds that
policy. Treatment will be scheduled immediately prior to discharge.
3.
POLICY.
a.
Coast Guard members diagnosed as drug dependent will be offered rehabilitative
treatment. The diagnosis of drug dependency will be confirmed by a physician although
the initial screening may have involved
