Workstation funding base were withdrawn from the field. Procurements with remaining
local funds to support existing computers authorized by the MAL are permissable
without assitional approval for the following items: memory, cables, wire, bolt-down
hardware, communications devices (such as modems), power suppplies, and output
devices where the cost of any single component does not exceed 00.00 and the total
procurement does not exceed ,000.00. The single component cost ceiling for primters
is ,500.00. All local procurements for items identified in this paragraph must be
reported to the responsible Area, District, MLC, NPFC, or Headquarters office IRM
point of contact. An information ocopy of all local procurements must be provided to
Commandant (G-T) referencing this instruction as authority. Reference (b) provides
prosedures for submitting Automated Information System (AIS) proposals.
f. No microcomputer(s) may be rented, leased, or accepted from any government or non-
government agency without prior written approval from Commandant (G-T).
g. Except sd indicated in 4.c, Flag/SES Officers shall not permit installation of
microcomputers or microcomputer systems in their respective area of responsibility
without written approval from Commandant (G-T).
h. Procurement officials shall not process the following types of transactions without
documentation specifying Commandant (G-T) approval:
(1)
Microcomputer or workstation procurements,
(2)
Delivery orders against existing contracts which specify that a contractor procure
microcomputer equipment for the Coast Guard,
(3)
MIPRs for Federal Information Processing (FIP) equipment or resources,
(4)
Fund transfers for microcomputer or IRM related procurements or IRM services
within Coast Guard or between Coast Guard and other Government agencies.
Procurements for consumable supplies such as printheads and toner cartridges may be
locally processed.

Procurements officials shall notify Commandant (G-T) prior to initiating action to
award any contract enabling the procurement of IRM resources or services.
c.
For most classes of operational shore units, the MAL establishes a ceiling of CGSWs
and master workstation/servers based on the approved MAL criteria
