PURPOSE. To implement the provisions of reference (a)

through (e) and issue policy and guidance for the
establishment and execution of the Coast Guard Transition
Assistance Program. This Instruction is a complete revision
and should be reviewed in its entirety.
ACTION. Area and district commanders, commanders of

maintenance and logistics commands, commanding officers of
headquarters units, shall ensure compliance with the
provisions of this Instruction. Internet release authorized.

BACKGROUND.
a.
Transition assistance was established for Coast Guard
personnel in October 1994 to comply with reference (a),
which mandated that all separating and retiring service
members have access to transition assistance services and
that members involuntarily separated (IVS) during the
seven-year period commencing 1 October 1994 receive
specific benefits. Subsequent legislation extended some
of these benefits and discontinued others. A qualifying
