PURPOSE. To establish policy and prescribe procedures to conduct Transition Assistance
Program preseparation counseling.
2.
ACTION. Area and district commanders, commanders of maintenance and logistics
commands, and commanding officers of headquarters units shall ensure compliance with the
provisions of this instruction.

BACKGROUND. Reference (a) requires that all Coast Guard members being separated
receive counseling on specified separation benefits. and services. This instruction focuses
