PURPOSE. The purpose of this instruction is to provide policy and guidance concerning the
Coast Guard Special Needs Program.
2.
ACTION. Area and district commanders; commanders, maintenance and logistics commands;
commanding officers of Headquarters units; Superintendent, Coast Guard Academy; unit
commanding officers and officers in charge; Family Program Administrators (FPA's);
Dependent Resource Coordinators (DRC's); and Work-Life Supervisors shall ensure
compliance with the contents of this instruction and ensure widest dissemination.
