RADM CHARLES P. MURPHY AWARD PROGRAM
1. PURPOSE. This Instruction reestablishes the RADM Charles P. Murphy award program in honor of
the late Rear Admiral Charles P. Murphy, former Chief of the Office of Marine Safety, participant at
the 1948 and 1960 SOLAS Conferences and former Chairman of the International Maritime
Organization Maritime Safety Committee. The award was initially established to recognize Coast
Guard military and civilian personnel who made significant lifetime contributions to the Marine
Safety, Security and Environmental Protection program nationally and internationally.
2. ACTION. All Commandant (G-M) Directors, Area and District Chiefs of Marine Safety, the
Commanding Officer of the National Maritime Center, the Commanding Officer of the Marine
Safety Center, the Director of the National Vessel Documentation Center, Commanding Officer of
the National Strike Force Coordination Center, Manager of the Marine Safety Laboratory,
Supervisor of the Container Inspection Training and Assistance Team and Commanding Officers of
all Strike Teams shall actively promote the program. Nominations may be submitted by individuals
or commands and can be forwarded for consideration at any time to Commandant (G-M-1). The
nominees will be reviewed and forwarded to Commandant (G-M) for consideration. Internet release
of this Instruction is authorized.
3. DIRECTIVES AFFECTED. None.
4. DISCUSSION. RADM Charles P. Murphy, in whose honor the award was initially created by the
Director, Oil Pollution (OPA 90) Staff memo 5000 of 23 Sep 94, was a pioneer in the fields of
marine safety and environmental protection. He was a graduate of Webb Institute and joined the
Bureau of Marine Inspection and Navigation (BMIN) in 1935. Following the MORRO CASTLE
and MOHAWK investigations, Congress created a technical staff in the BMIN to improve safety
through standards and design requirements. At the outbreak of World War II, the BMIN was
transferred to the U.S. Coast Guard. LCDR Murphy led the new Merchant Marine Technical
