1. PURPOSE. To provide specific guidance to Area, Districts, and field commands engaged in local
and regional coordination of MTS improvement efforts. Reference (a) called for improved
coordination of MTS issues at all levels by public and private stakeholders. This instruction builds
upon the guidance presented in reference (b), which focuses on coordination within local MTS
committees such as Harbor Safety Committees (HSCs) and similar public/private sector coordinating
bodies.
2. ACTION. Area and district commanders, commanding officers of headquarters units, assistant
commandants for directorates, Chief Counsel, and special staff offices at Headquarters shall ensure
that the provisions of this Instruction are followed.
