NATIONAL DEFENSE
Goal N2: Provide core competencies (Maritime Interception Operations,
Deployed Port Operations, and Environmental Defense) when requested by the
Department of Defense or Department of State.
FY99 Target: Provide core competencies (Maritime Interception Operations,
Deployed Port Operations, and Environmental Defense) as requested or
currently planned by DOD or DOS 100% of the time.
Measure: Number of operations/number of requests.
Measurement Issues: Data obtained from Coast Guard sources. Confidence
in the measure is high.
Causal Factors to be Addressed:
Coast Guard is required to operate as a branch of the U.S. Armed Forces.
Defense readiness requires operations that are uniquely suited to Coast
Guard capabilities and expertise.
Strategies to Achieve Target:
Ongoing Strategies:
Maintain capability to execute contingency and war plan commitments.
Participate in readiness exercises around the world, such as FOAL EAGLE
that supports military forces in Korea.
Deploy Coast Guard cutters and other forces in support of Peacetime
Engagement will include UNITAS training and assistance cutter
deployments with the U.S. Navy to the Caribbean, South America, and
Central America; cutter deployments to the Mediterranean and Black Seas;
and training assistance to the Haitian Coast Guard and Peruvian armed
forces.
New Strategies:
Increase interoperability with DOD by implementing a new communications
system for message traffic.
Establish a Caribbean International Support Tender to provide assistance
to and enhance the operational capability of Caribbean regional maritime
forces.
Efficiency Strategies:
Update and rehabilitate assets to maintain current level of performance
with less resources because of increased efficiency.
Continue the Coast Guard's Deepwater project to award up to three
contracts to develop an integrated system of surface, air, command and
control, intelligence, and logistics systems to provide the functional
capability to carry out the Coast Guard's statutory mandates in the
deepwater area of responsibility. Concurrent with this effort, the
Administration will begin a Presidential Roles and Missions review of
future Coast Guard missions. The Coast Guard will avoid one-for-one
replacement of its existing assets, and achieve efficiencies by
capitalizing on better technology.
