Subj: MANDATED USE OF RECYCLED COPIER PAPER
Ref: (a) Executive Order 12873 - dated 20 October 1993, Federal Acquisition, Recycling and
Waste Prevention
1.
PURPOSE. This Commandant Instruction establishes requirements for using acceptable
recycled paper in copier machines throughout the Coast Guard.
2.
ACTION. Area and District Commanders, Commanders of Maintenance and Logistics
Commands, Commanding Officers of Headquarters units, Assistant Commandants for
Directorates, Chief Counsel, and special staff offices at Headquarters shall ensure compliance
with this Instruction.

DIRECTIVES AFFECTED. None.

DISCUSSION.
a.
Reference (a) (enclosure (1)) is an Executive Order requiring federal activities to
implement cost-effective waste prevention and recycling activities to conserve disposal
capacity and serve as a model for private and other public institutions. It is Coast Guard
policy to use recycled paper in copier machines at all times.
b.
Recent summaries of copier paper purchased by DOT indicate only a 38 percent rate of
compliance overall for fiscal year 1996. At the same time, GSA has reduced the price of
recycled content copier paper below that of comparable virgin copier paper.
c.
Reference (a) requires purchase of copier paper that contains a minimum of 20 percent
post consumer material, and that contains a minimum of 30 percent post consumer
