Subj: DOMESTIC LORAN-C AND OMEGA TOWER LIGHT OUTAGE REPORTING
PROCEDURE
1.
PURPOSE. This Instruction prescribes the procedure for reporting Loran-C and Omega tower
warning light outages to the Federal Aviation Administration (FAA).

DIRECTIVES AFFECTED COMDTINST 11133.1 is canceled.

DISCUSSION. Domestic Coast Guard Loran-C stations and Omega stations must report
outages of their tower warning lights to satisfy Federal Communications Commission (FCC)
requirements. Tower light outages fall within the FAA's Notice to Airmen (NOTAM) criteria
as a local problem. The FAA Flight Service Station (FSS) in a specific Loran-C or Omega
station's area must be notified.

PROCEDURES. District commanders, Coordinators of Chain Operations (COCOs), and unit
commanding officers or officers in charge shall ensure that tower warning light outages are
reported in accordance with this Instruction. Telephone reports are made to an FAA Flight
Service Station, and the FAA will then issue the appropriate Notice to Airmen (NOTAM).
When the tower light outage has been corrected, a follow-up report using the same procedure
for reporting the outage will be made to the FSS to cancel the NOTAM. Timely reporting of
the warning light's return to service is as important to the NOTAM system as the initial report.
5.
ACTION. Area and district commanders, and unit commanding officers or officers in charge
shall comply with the contents of this instruction.
