partnership is officially sponsored by the Coast Guard and is an extension of our Partnership In
Education program and outreach efforts, civilian (including NAF) employee participation in the
partnership during the workday is considered an excused absence, provided the supervisor
considers the civilian employee's participation to be in the best interest of the Coast Guard and it
is for a reasonable period of time.
(5) Nothing in this Instruction is intended to supercede or conflict with applicable standards of
conduct or other legal requirements.
