1. PURPOSE. This Instruction establishes the operational staffing standard for the first National
Security Cutter (NSC).
2. ACTION. Area, district and sector commanders, commanders of maintenance and logistics
commands, commanding officers of integrated support commands, commanding officers of
headquarters units, assistant commandants for directorates, Judge Advocate General and special staff
elements at Headquarters shall ensure compliance with the provisions of this Instruction. Internet
release is authorized.
3. DIRECTIVES AFFECTED. None
4. DISCUSSION.
a. Based on references (a) and (b), and in accordance with reference (c), this Instruction establishes
a preliminary operating NSC crew of 108 members (113 for crews capable of operating Ship's
Signals Exploitation Equipment (SSEE)), described in the enclosure.
b. The staffing standard is based on projected mission requirements, maintenance, and support
workload. However, as this is a first-in-class cutter, the crewing standard needs analysis and
validation that is best accomplished after operational routine is established. This Instruction will
