Subj: STANDARD WORKSTATION III OPERATING SYSTEM STANDARDS
1.
PURPOSE. This instruction establishes Microsoft's (MS) Windows NT as the Coast Guard's
Operating System for all Standard Workstation III (SWIII) servers, as well as all SWIII and
SWIII-compatible workstations.
2.
ACTION. Area and district commanders, commanders maintenance and logistics commands,
commanding officers of Headquarters units. Commandant (G-A, G-H, G-L, G-M, G-O, G-S,
and G-W) and special staff offices at Headquarters shall ensure compliance with the provisions
of this directive.
3.
DIRECTIVES AFFECTED. COMDTINST 5234.5 Desktop Productivity Software Standards
establishes MS Office Professional for Windows as the standard Coast Guard desktop
productivity environment.

BACKGROUND. On June 12, 1995, the Coast Guard's SWIII contract was awarded to
Unisys, Incorporated. The SWIII contract is a one year, Indefinite Delivery/Indefinite
Quantity (IDIQ) contract with four option years. This contract was awarded on a full and open
basis. The Coast Guard's intention when drafting the Request for Proposal (RFP) was to
mandate select contract offerings i.e. operating system(s), from the winning proposal as
corporate standards for SWIII as well as future standard workstation platforms. MS Windows
NT was the awarded SWIII operating system solution and, as such, becomes the Coast Guard's
corporate standard.
5.
DISCUSSION. Hardware and software available from the SWIII contract will be deployed in
standard configurations to meet Coast Guard computing requirements. Standards minimize the
SWIII lifecycle costs by reducing the cost of acquisition, deployment, training, support, and
maintenance. There is a critical linkage between the standard operating system and current and
future versions of the standard desktop productivity and other mission critical software. The
