child's conduct results from his or her handicapping condition and what change in educational
placement is appropriate for the child.
(2) The child's parents shall be notified immediately of the child's suspension, and
of the time and location of, and their right to attend the meeting.
(3) The suspension of the child is only effective for the duration of the emergency.
