COMDTINST 16796.7
b.
Members of the Auxiliary and the USPS may begin joint coordination, preparation
and qualification training to conduct VSCs at any time prior to 01 May 2000. To
support this effort, Auxiliary District Commodores are encouraged to form Steering
Committees, consisting of Auxiliary and USPS members. The Steering Committee
may be used to plan implementation of the VSC program in each district/region. A
new Vessel Safety Check Manual will be issued to reflect many technical and policy
changes recommended by reference (c). However, the current manual, coupled with
the experience of Auxiliary Vessel Examiners, will serve as a useful and productive
starting point for training USPS members in the general techniques of approaching the
boater and conducting voluntary examinations.
