DISCUSSION.
a.
Vessel owners, shipyards, ABS, and the Coast Guard all have similar interests in
producing quality, seaworthy vessels which comply with applicable vessel construction
standards and regulations. ABS exists to establish and institute uniform classification
standards for the design and construction of vessels throughout the world. An objective of
the Coast Guard Marine Inspection (MI) Program is to establish uniform minimum safety,
design, and construction standards for U.S. flag vessels.
