1. PURPOSE. This Instruction establishes policies, procedures, and standards for the development
and administration of a national Maritime Homeland Security (MHS) outreach and awareness
program named America's Waterway Watch (AWW) and associated local programs designed to
encourage members of the maritime and recreational boating industries and the boating public to
report suspicious activity.
2. ACTION. Area and district commanders, commanders of maintenance and logistics commands,
commanding officers of headquarters units, assistant commandants for directorates, Chief
Counsel, and special staff offices at Headquarters shall ensure that the provisions of this
Instruction are followed. Internet Release Authorized.
