1. PURPOSE The purpose of this Instruction is to provide policy guidance for establishing a
"Qualified Recycling Program" (QRP) and reporting requirements for recycling activities.
2. ACTION. Area and district commanders, commanders of maintenance and logistics
commands, and commanding officers of Headquarters units shall ensure that the provisions of
this Instruction and reference (a) are complied with throughout their areas of responsibility.
3. DISCUSSION.
a
The objective of the Coast Guard's (CG) recycling program is to prevent pollution, reduce
contritution to overcrowded landfills, conserve our finite supply of natural and fiscal
resources, and minimize routine waste disposal costs by reducing waste, reusing resources,
and procuring products made of recycled materials, as well as materials that are readily
recyclable and therefore environmentally preferable.
b The QRP is an effort to take advantage of recent legislation, as outlined in reference (b).
