Subj: USE OF SPECIAL MONITORING OF APPLIED RESPONSE TECHNOLOGY (SMART)
PROTOCOLS
1.
PURPOSE. This Instruction provides guidance on the use of the Special Monitoring of
Applied Response Technology (SMART) protocols. SMART establishes a monitoring system
for rapid collection of real-time scientifically based information to assist the Federal On-Scene
Coordinator with decision making during dispersant and in-situ burning operations.

ACTION. Area and district commanders, commanders of maintenance and logistics
commands, commanding officers of headquarters units, assistant commandants for directorates
and commanding officers of marine safety units shall consider the SMART protocol as the
minimum monitoring standard for dispersant and in-situ burn operations.

DIRECTIVES AFFECTED. This Instruction shall be incorporated in a future change to
Volume IX of the Marine Safety Manual (Marine Environmental Protection, COMDTINST
M16000.14).

BACKGROUND. The SMART protocols were developed by a working group composed of
members of the Coast Guard's National Strike Force, National Oceanic and Atmospheric
Administration's Scientific Support Coordinator Program, Environmental Protection Agency's
Environmental Response Team and the Centers for Disease Control's Emergency Preparedness
and Response Branch. Members of these agencies have been trained and outfitted for SMART
deployments. The protocols have been in development since 1997 and have been significantly
field-tested. They were made available for review and comment on the internet since 1998.

PROCEDURE.
a.
Area and district (m) offices should ensure the SMART protocols are incorporated by
reference in Regional Contingency Plans. Captains of the Port (COTPs), in localities that
have the opportunity to use dispersants and/or in-situ burning, should ensure SMART is
incorporated by reference in the operations section of their Area Contingency Plans.
