Subj: Temporary Active Duty (TEMAC) Assignment of Inactive Duty Public
Health Service Reserve Officers with the Coast Guard
Ref: (a) COMDTINST 1330.1 (series), Temporary Active Duty (TEMAC)

PURPOSE. This instruction provides a mechanism and program through which selected
inactive duty Public Health Service reserve officers may be assigned to the Coast Guard
Health and Safety Program for TEMAC assignments of up to 120 days.

BACKGROUND. The health services support program possesses no personnel support
allowance to fill temporary vacancies. When USPHS officers detailed to the Coast Guard are
transferred or absent due to leave, TAD, or other reasons, the personnel gap normally could
not be filled except by using health care personnel on a temporary basis from other Coast
Guard units. As an alternative, inactive duty Public Health Service reserve officers can be
used to meet temporary staffing requirements without disrupting the operation of other Coast
Guard units.

DISCUSSION. Periodic surveys of specific categories of inactive duty Public Health Service
reserve officers indicate a continuing pool of health care personnel (physicians, dentists,
nurses, environmental health officers, pharmacists, etc.) interested in performing "short
tours" of TEMAC with the Coast Guard. Currently, there is no law that authorizes an
inactive duty Public Health Service reserve program. The only means by which the services
of inactive duty Public Health Service reserve officers can be used is through the issuance of
TEMAC orders by the Public Health Service.

PROCEDURES. District commanders, commanders of maintenance and logistics
commands, and unit commanding officers who need a temporary active duty Public Health
Service reserve officer should submit a letter request, at least 45 days prior to required
