1. PURPOSE. This instruction defimes allowance policies for microcomputers and
microcomputer systems, establishes the Coast Guard Microcomputer Allowance List (MAL),
AND assigns Commandant (G-T) with oversight authority for all Coast Guard microcomputer
resources. Systems and software development life cycle policy will be issued in a future
instruction. This instruction applies to all units.
2 ACTION. Area and District Commanders. Commanders of Maintenance and Logistics
commands, Chiefs of Headquarters offices, Commanding Officers of Headquarters units,
Commander Coast Guard Activities Europe, Commander Coast Guard Activities Far East, and
Director of the National Pollution Funds Center shall ensure compliance with this Instruction.
3. DISCUSSION. The MAL was developed to ensure that all microcomputers and
microcomputer systems deployed in the Coast Guard are justified on the basis of mission
requirements and benefit/cost. To ensure that the investment in our microcomputer architecture
is consistent with the misssion needs of our Service, oversight and management of these
expensive resources must be a corporate concern through central policy direction.
