GOVERNMENT TRAVEL CHARGE CARD (GTCC) PROGRAM

1. PURPOSE. This Instruction outlines the policy and procedures for the issuance and use of the
GTCC individually billed account (IBA) by Coast Guard military and civilian personnel (including
NAF employees) and covers the use of centrally billed accounts (CBA) for the purchase of common
carrier transportation tickets and issuance of travelers' checks.
2. ACTION. Area and district commanders, commanders of maintenance and logistics commands,
commanding officers of headquarters units, assistant commandants for directorates, Judge Advocate
General and special staff offices at Headquarters shall ensure compliance with the contents of this
Instruction. Internet release authorized.
3. DIRECTIVES AFFECTED. Reference (a) will be amended to reflect the changes contained in this
Instruction and chapters 5 and 6 of reference (b) will be deleted. COMDTINST 4600.14A is
cancelled.
4. BACKGROUND.
A. The Travel and Transportation Reform Act of 1998, P. L. 105-264, stipulates that the GTCC
shall be used by all U.S. Government personnel (military and civilian) to pay for all official
travel expenses. Specific provisions governing the use of the GTCC for Coast Guard travelers
are set forth in Enclosure (1) of this Instruction. Office of Management and Budget Circular No.
A-123, Appendix B dated August 5, 2005 established standard requirements and practices for
improving the management of GTCC programs and are incorporated within this Instruction.
